In view of the fact that there will only be the same aerodromes to administer, we can agree that the establishment should remain as before and I do not think we can have any objection to the titles suggested by Brigadier MacDougall for the various posts. I would suggest therefore that after discussion with Sir Mark Young, we inform Hong Kong that we agree with Brigadier MacDougall's proposals.
In the last paragraph of (17), Brigadier MacDougall expresses his satisfaction with the arrangements for recruiting staff that he has been able to make, and there would appear to be no need for us to worry over the recruiting of extra people.
Concerning the appointments to the posts proposed by Brigadier MacDougall at (17), we know that Moss will shortly arrive in Hong Kong and we have asked at (68) on Moss's Personal File, 37116 CR for a report on his suitability for the post of as it will now be called Director of Civil Aviation and Airport Manager. Oxford will therefore be, assuming that Moss is found suitable, the Deputy Director and Hamilton the Airport Officer. The fourth post will be filled by the Staff Sergeant referred to in the last paragraph of (17).
We will be able to reply to Oxford's letter at (24) after we have received some more information about Deep Bay and after consideration of the proposals for the Department of Civil Aviation.
