695, 696, 697 which were drafted in consultation with US and to which

we have nothing of substance to add. We should bo grateful for

unrliest guidance.

2. Following are sull additional comments. (A) Whust. The

points raised in'whoat were twofold that because whoat was now under

international allocation UNRRA 'was being deprived of opportunity to plan ahead and also was buing deprived of possibility lifting supplies

for Chin. from Australia. It we stated that ustralia however, was

shipping wheat and flour to recipients around Indian Ocean and had

informed UNIQ, they could not obtain shipments due to absunce of an

agreed program which indicated Australia as a source of supply for

UNRR.'S requirements. Obviously what UNRR really wanted was that all

wheat supplies should be pooled and UNIR. shoulà obtain a proportion

of unch supplying country's availabilities as part of its allocation.

(B) Rice. The Chinese representative who inciduntally was born in

Hong Kong and still has relatives there vigor :usly attached first

quarter's allocation of rice to Hong Kong as compared with allocation

for rust of China. Ho obviously had sympathy not only of his

colleagues and of the administration but indeed of whole committee..

There is no doubt whatscover that disparity between quantities of

rice made available for Hong Kong and thosu mado, avail:blu for rust.

of China is crunting atmosphere of suspicion and ill-will which gous

far beyond question of this allocation alonu and that casts reflection

upon goodwill of UK in general vis-a-vis other recipients of all

foodstuffs in short supply. (c) Oils and Fits. The Polish

represent..tive was highly critical of the Oils and Fats allocation
