Telegram has been received from Hong Kong Administration saying that they are fully alive to the dangers of unpredictable increases of population due to immigration. No-one can get rice without a rice ticket and henceforth no additions to existing tickets will be issued except to persons who can prove that they were residents in Hong Kong for Beven years before the outbreak of the lacific war or who are employed by Government or in an essential service.
