Chier Oivil Affairs Officer's confidential
telegram No. 3688 of 29th April, adăzeased Civil Affaire
and Colonial Office for Gaine, was sent with full
knowledge of joint letter setting out view of banke,
Attitude of Hong Kong Bank hardened on realisation of:-
(a) Insuperable difficulty of formulation of satiefactory scale for revaluation of payments, and
(1) Readiness of majority of debtors who wore discharged by Japanese (?liquidator) to acknowledge full indebtedness and reinstate securities,
Bank takes stand on issue that, although debtors may have parted with (7something of omitted) value, payment was made to person who was not a liquidator but an oxpropriator and one who had no authority to accept payment or to give discharge on behalf of Bank, Though debtor(78) parted with something of value, Bank received no benefit whatsoever,
