law as it stands and draft a scheme for a partial abatement
of the loss to the debtors dubject to corresponding compensation to the creditors from the Government. To try to achieve the object by declaring that for the purpose of this measure certain matters should be deemed to be law which are entirely repugnant to the law and straining definitions so as to convey a meaning entirely contradictory to or at variance with their accepted cuannotations is an outrage on the constitutional and legislative
traditions of Britain.
