They may like here to indicate whether, in their
view, the m@morandum adds anything new which should
be taken into account. So far as I can see, apart
from the forcibleness of its language, it does not
do so, but it is for Legal Advisers to confirm this
view.
It will be noted that the Hong Kong Government
have, in No. 38, not added anything to their views
in No. 28. It is clear that they are prepared to
work our proposals if it is decided to proceed with
them. We have not yet sent a reply to No. 28, but
ers it is proposed that as soon as the revised draft of
the legislation is wat, (which I hope will be in
the course of the next week or so) we shall be able
to address all the Far Eastern Governments and convey
our final views.
Meanwhile, Legal Advisers, Mr. J.B. Williams
and Mr. Caine should see (38) then, subject to any
further comments, I suggest No. 38 may be put by.
