My dear Young,

I sent you yesterday with other documents copy of a letter to MacDougall about the Hong Kong duress notes. My letter did not in fact leave the Office yesterday, and as I received yesterday evening Morse's reply

confirming the acceptance of our terms by the Bank, I recalled my letter to MacDougall, and have now written as in the revised copy enclosed, which pleasa substitute for that already sent to you. You will see that there was enclosed with this

letter from Morse to Fenwick. I am not enclosing a copy of that, but do enclose a copy of Morse'a draft public »nnouncement, on which

evel to 19 I have commented in the letter to MacDougall.
