I enclose herewith copy of the draft Ordinance designed to validate the Hong Kong duress notes, on which I should be glad to have your comments as soon as possible.

I also take the opportunity to let you know that we have heard from Hong Kong that they were making the announcement withdrawing the proclamation excluding the duress notes from legal tender notes at 13.00 hours local time (05.00 G.M.T.) on April 2nd.

I am writing similarly to Fisher and am also writing to Morse.
