The following message for you from (ll Brigadier McDougall has just been telephoned to me by the Security Service who have received it in a Top Secret telegram marked 'Most Immediate' from their representative in Hong Kong. The message is dated the 30th March.

Begins.

Your letter No. 15117/2/46 of 1st March. Propose to make announcement Tuesday April 2nd 1300 hours local time (0500 hours G.M.T.)

First ten words of third paragraph deleted. This now begins "the bank wishes". At end para. sentence "the proclamation in question is being amended accordingly" is being added. Announcement has been (group omitted) after consultation with Fenwick as apparently been some leakage from London as notes in Shanghai appreciated steeply four days before your letter received here. Local market confirmed but reaction now seems Bet. Please inform Moss.
