Having said so much, we fear we have gone as far as we can in applying the proposed procedure for liquidating the Clearing balance of our Hongkong Office to the actual position, for although our Hongkong Office have supplied a great amount of detail in respect to the intromissions of the so-called Japanese liquidator, there are many matters which still have to be elucidated before we could make any final pronouncement and which, we fear, will require the fullest investigation on the spot, where alone the validity of reductions in liabilities can be put to the test.

In submitting the following figures, therefore, we do so under reserve, because their value for the purposes under review can only be problematical in all the circumstances, especially when the nature of the contemplated legislation for dealing with the intromissions of the Japanese liqui- dators is still undecided:-
