I have etc. to refer to British Military

Proclamation No.31 of the 3rd of April, 1946,

amending the B. M. A. Currency Proclamation

and to enclose herewith for your information

a copy of correspondence with the Hong Kong

and Shanghai Banking Corporation concerning

the Bank notes of the Corporation issued by

the Japanese authorities. As you will be

aware, this correspondence was forwarded by

(19) semi-official letter from Mr. 3. Caine of the

Colonial Office to Brigadier D.M. MacDougall,

then Chief Civil Affairs Officer, who was

thus enabled to issue the Proclamation under

reference. To give full effect to the

arrangements with the Hong Kong and Shanghai

Banking Corporation proposed in my letter of the

28th of February, 1946, it is desirable that the

Hong Kong Government should now legislate to

establish beyond doubt the validity of the

Bank's notes in question and to make provision

for the issue to the Bank of Certificates of

Indebtedness in accordance with the agreed

arrangements.

2. I now enclose the draft of an Ordinance

which has been prepared for this purpose by

my Legal Advisers. I shall be glad Bubject to
