Thank you for your letter of the 26th August. I do not think w can advise the Hong Kong Government to take any official action to settle the question of outstanding balances between the banks until they are in a position to move on the whole debtor-creditor problem. On that we are in urgent communication with the Governor and do very fully realise how important a quick settlement 18.

I note also your protest regarding the action of the Hong Kong Bank with regard to old accounts. No doubt it would have been better for them to have proceeded in consort with the other banke, but it would be very difficult for government to intervene to prevent a single bank recognising these old obliga- tions if it is prepared to do so in advance of a genral settlement.
