(1) The Proclamation withdrawing the terms
of the earlier Proclamation which denied recognition
by the military administration of the "duress" notes of the Hong Kong and shanghai Banking Corporation was issued on the 3rd of April. A copy of the Proclamation is on page 2 of the Gazette at (41).
(2) A report by Mr. MacDougall on the result is at (42). He says that the decision gave "very solid satisfaction all found".

(3) We have had letters at (43 and (47) from the Mercantile Bank and the Chartered Bank setting out the position as regards their own notes issued by the Japanese. Mr. Caine has alreauy had a discussion with the Banks (my minute of the 8th of April above). Whether any action as regards these Banks will be necessary.and will depend on final arrangements made in regard to treatment of payments to the liquidators of the Banks. This will determine the Hong Kong and Shanghai Banking Corporation's own position and hence that Bank's ability to meet its liabilities to the other Banks (see Mr. Caine's letter at (44)). I have had a word with Mr. Caine and he considers that no further action is
