We have received a telegram (through military channels) today from Mr. Macdougall saying that a statement would be made in Hong Kong in terms of enclosure to Mr. Caine's letter to Mr. Morse of ist March (subject to a minor verbal amendment) at 13.00 hours Hong Kong time (5 a.m. Greenwich time)

2nd April and asking us to inform Mr. Morse.

We have told Mr. Morse by telephone.

I now return file to Mr. Hastings so that he can complete his work on the Ordinance. It is presumably now rather urgent to get this completed as soon as possible.
