I attach for your consideration record of the discussion with the representatives of the Hong Kong and Shanghai' Bank yesterday and also a draft letter for your signature to Sir David Waley consulting him on the proposal that part of the Bank's share of the loss might be met by increasing the Bank's fiduciary issue. There is no need to consult him specially on the other part of your proposal, that the Bank's overall ceiling of liability should be limited to 50%, since he has already given us discre- tion to come to an agreement on terms not less favourable to the Bank than that.
