COMM...D SERVICES IN HONG KONG AFTER RESUMPTION

OF CIVIL GOVERNMENT

Draft Report by Joint Planning Staff

1. In anticipation of instructions we have examined a letter from the Colonial Office concerning arrangements to be made for the command of the three Services in Hong Kong after the return of the Civil Governor.

2.

We have taken into account the views of the present Commander-in-Chief and Head of the Military aministration of the Colony on the future command arrangements;

these are contained in three telegrams to the Chiefs of Staff.

Present Command Arrangements

3. Under present arrangements Ainiral Harcourt is Commander- in-Chief and Head of the Military Administration. In his capacity as Commander-in-Chief he commands the forces of all three Services stationed in the Colony and is directly responsible to the Chiefs of Staff for its defence. In his capacity as Head of the Military Administration he is responsible to the Secretary of State for War.

4. SACSEA is responsible for meeting the administrative requirements of the Army, the R..F. and Civil Affairs. forces are supported by C.-in-C. British Pacific Fleet.

5. Before dealing with future arrangements for the organisation of command within Hong Kong it is necessary to consider the future chain of military responsibility from Hong Kong to London.
