B. Countries not participating in Empire Air Mail Scheme. Lotters and Postcards sent by sea as normal means of transit.

Circulars, Dividend Warrants, Invitations, Cards, Patterns, Bills, Almanacs, &c., when intended for addressees in Hong Kong and when posted in batches of not less than ten of uniform size and weight are accepted at the special rate of 2 cents for each 2 oz, or fraction thereof. Such circulars, &e, should be delivered to an officer of the Post Office.
