9. No drawluck shall be allowed, unless with the special permission of the Super- intendent, on any tobacco except in accordance with à certificate of a Government or, Monopoly Analyst or Assistant Government Analyst or Assistant Monopoly Analyst which certificate shall be final and conclusive évidence of the facts stated therein to have been obtained from the examination of such tobacco or & sample or samples thereof.

The inspecting Revenue Officer shall be entitled to draw such samples free of Government Notification charge for submission to the Analyst,

10. Drawbacks payable under these regulations shall be paid at the sterling rate for conventionul dollars fixed for the month in which the appliemion is made, or, if the date when the goods were packed for export can in the option of the Superintendent be accurately determined, but not otherwise, at the sterling rate prevailing when the goods were so packed.

LIGHT DUES.

1. All ships, other than river steamers, which enter the waters of the Colony, except British and foreign ships of war and all vessels of less than 20 tons, shall pay the following dues, viz:—

Two and four-tenths cents per ton.

2. Such dues «ball be paid at the Harbour Master's Office at the time of entry, 3. All river steamers which enter the waters of the Colony by day or by night, shall pay nine-tenths of a cent per low.

4. Upon the ascertainment of the nfnount in dollars and decimals thereof, of any such dues the dollars and decimals of the amount so ascertained shall be deemed to be conventional dollars reckoned as the equivalent of one shilling and eight pence sterling ; and consequently to arrive at the netual amount payable in Hong Kong currency the con- ventional dullar shall be multiplied by 20 and divided by figure settled by the Colonial Treasurer from time to time representing the average opening selling intes for the previous month of the Hongkong and Shanghini Bauking Corporation for demands i on London.
