(2.) Circulars, Dividend Warrants, Invitations, Cards, Patterns, Bills, Almanacs, &c., when intended for addresses in Hong Kong and when posted in batches of not less than ten of uniform size and weight are accepted at the special rate of 2 cents for each 2 oz., or fraction thereof. Such circulars should be delivered to an officer of the Post Office.
