Parcels must be packed in such a manner as to permit of their con- tents being easily inspected. Note: The Post Office of either of the contracting countries will not be responsible for the loss of or damage to any parcels, and no indemnity can consequently be claimed by the sender or addressee in either country.
Each parcel for the United States must be accompanied by an invoice which must be certified by U.S. Consul if the value of the parcel exceeds $200円
Parcels may be accepted for any place in Uruguay if aldressees arrange to claim them at the nearest delivery office,

Opium containing less than 9 per cent. of morphine.
