The Chinese inhabitants contribute, by a voluntary assessment among themselves, to the pay of District Watchmen. They contributed for the year 1910 $25,017.23.
The Governor appoints to the office of Watchmen such fit persons as he may consider to be sufficiently recommended by the inhabitants of any District, under the provisions of Ordinance 3 of 1888.

Inscribed Stock at 3½% interest. £341,799 15s. 1d. for Praya Reclamation; Central Market; Water, Drainage and Sewerage Works, &c., to be paid off on 15th April, 1943.
Inscribed Stock at 3½% interest (Loan to Viceroy of Wuchang) £1,143,933 18s. 4d. (Amount repaid by Viceroy at credit of Special Account £350,000, which has been advanced therefrom for Railway Construction.)
The amount paid into the Joint Sinking Funds with accrued interest reached £98,892 4s. 1d. on the 31st of December, 1910.
