The above scale is for twelve months. For six months six-twelfths of the fea will be charged, for nine months nino-twelfths, and so on, at the rate of one-twelfth for each mouth; but no fee is to be less in amount than three-twelftha. In all caSER of new stentn-skips, or of steam-ships coming nuder survey for a Passenger Certifleste for the first time, a full twelve months' fee must be paid, notwithstsuding that a Certificate for twelve months may not be required, and in no case of au lucomplete declaration will less that throe-twelfths be churged
