The Chinese inhabitants contribute, by a voluntary assessment among themselves, to the pay of District Watchmen. They contributed for the year 1909............. ......$24,722.15.
The Governor appoints to the office of Watchmen such fit persons as he may consider to be sufficiently recommended by the inhabitants of any District, under the provisions of Ordinance 3 of 1858.
PUBLIC DEBT.
Inscribed Stock at 34% interest. £311,799. 15s. Id. for Praya Reclamation; Central Market; Water, Drainage and Sewerage Works, &c., to be paid off on 15th April, 1943.

Inscribed Stock at 35% interest (Loan to Viceroy of Wuchang) £1,143,933. 15. (Amount repaid by Viceroy at credit of Special Account £440,000, which has been advanced therefrom for Railway Construction.)
The amount paid into the Joint Siuking Fund with acerned interest reached £86,980. 2s. 5d. on the 31st of December, 1909.
