The Chinese inhabitants contribute, by a voluntary assessment among themselves, to the pay of District Watchmen. They contributed for the year 1906 $23,365.34.
The Governor appoints to the office of Watchmen such fit persons as he may consider to be sufficiently recommended by the inhabitants of any District, under the provisions of Ordinance 3 of 1888.
