(d) Registration is incomplete, not extending beyond Port of Arrival.
§ Newspapers to the following British Possessions and foreign countries are accepted at the special rate of 2 cents per 2 ounces or fraction thereof, viz.:—
Annam, Australia, Ceylon, China, Cochin China, Corea, Formosa, India, Japan, Macao, Netherlands India, Philippines, Siam, Straits Settlements, Timor, Tonkin.
Same as for Books, except that the lowest charge is 10 cents.
