SANITATION

Table XI. shows the work done by the Inspectors of Nuisances by which it will be seen that the number of persons fined and the number summoned is much greater than usual. The fines and punishments do not seem to me sufficiently deterrent, at any rate they do not prevent the same people from over and over again making their appearance in Court in the same year for keeping pigs in upstairs rooms, having their down spouts choked up, throwing filth into the streets, &c., &c.
