rate without a greater expense than would be justifiable, and without greater pains than the law allows to obtain thoroughly accurate returns of the Chinese Community.

The Chinese, like all Asiatics, are so prone to suspect the Authorities of having designs, other than the plain one, in taking, with great labour and expense, a Census, that they most assuredly fail in many cases to comply with the requirements of the Law. However, the Enumerators, selected with much care, were duly instructed in the performance of their duty, and they carried out their work with one slight exception, in a praiseworthy manner.

It will be noticed that on the whole there is an increase since 1869, in the British and Foreign Population of 447, and in the Chinese Community of 1,439.

The Returns generally, however, will, I fear, be considered unsatisfactory, and I trust that the additional information which has been collected will prove interesting, though it may not be of any great importance.

I have, &c.

(Signed) Cecil C. Smith,

Registrar General.
