I have the honor to forward herewith the Census Return of the Population of the Colony for 1890-91. The Census of the Chinese (exclusive of Servants in Foreign employment) was taken in October 1890, while the 2nd April was fixed for taking the Returns of the British and Foreign Community. This arrangement was made, with the approval of the Secretary of State, on the ground that the latter date was not a convenient opportunity for collecting accurate Statistics of the resident Chinese Population.
An attempt has been made to obtain fuller information regarding the whole Community, and as I venture to consider, with fair success. It is, of course, absolutely impossible...
