ed or stamped on every article issued to the Convict whether of dress, bedding or mess kit.
The Convicts when "formed" for inspection to be "told off" in detachments for work, or for whatever object will invariably "fall in" in consecutive numerical order, so that each detachment will range from one given number to another given number of which ready note can be taken
by the Turnkeys and European Constables, the exceptional numbers absent from sickness or other causes being also easily noted.
5. Inspection of Gaol Staf, Police and Convicts by Superintendent.
There shall be three general Inspections of the Convicts each day, viz: an Inspection by the Superintendent of the Hulk immediately before the morning meal, which shall be couducted in the following manner: firstly, the Gaol Staff, Police and Convicts on board the Convict Hulk shall be examined; secondly, the Police, Convicts appointed Hospital attendants, and sick on board the Hospital vessel; lastly, the whole of the remainder of the Gaol Staff, on and off duty, the whole of the remainder of the Police detach- ment on and off duty, including the Water Police, and the body of Convicts landed for labor, shall be ranged upon the beach of Stone Cutters' Island. From this Inspection the Police Sergeant in charge shall prepare his Morning State as before directed, and the Superintendent of the Hulk shall prepare a Morning State of the Convict Establishment, according to form attached marked B, also a Day State of Convicts' labor, according to form attached marked C.
The Convicts shall be ranged in sections, each section composed of thirty in consecutive numerical order, viz:
1 to 30 in the first section, 31 to 60 in the second section, and so on. The exceptional numbers in these sections not present will have been previously seen either on board the Hulk or Hospital, and noted. The Clerk and Interpreter shall accompany the Superintendent, each shall take written

ptes, one in English the other in Chinese, and shall com- pare these notes immediately after inspection so that accu- racy in the Morning State may be obtained.
6. Second Inspection of Convicts by Warden. The second daily Inspection of the Convicts shall be made by the Warden at the time fixed for relaxation from labor; this Inspection shall be carried out in the same manner as the Inspection made by the Superintendent, excepting that the Gaol Staff and Police shall not be in- cluded. The Warden shall have for his guide and assis- tance the Morning State prepared from the Inspection at 8 o'clock. Any alteration or variation therefrom he shall carefully enquire into and as carefully note on the back of the said Morning State, which with a verbal report he shall personally deliver to the Superintendent.
7. Third Inspection of Convicts by Head Turnkey. The third daily Inspection shall be conducted by the Head Turnkey immediately before the afternoon meal. The Head Turnkey shall have the Morning State for his guide and assistance with the notes thereon made by the Warden, and he shall carry out the Inspection in precisely the same manner, and as rigidly as that effected by the Superintendent and Warden, viz: first inspecting the Con- victs on board the Hulk; nert, those in Hospital, and finally the Convicts on shore. Any variation shall be noted by him on the back of the Morning State and he shall immediately thereafter deliver the said Morning State with a verbal report to the Superintendent..
The Clerk and Interpreter shall accompany the Warden and Head Turnkey at their respective Inspections.
8. Orders to be given by Signal from the Hulk. The general routine of management shall be directed by signal from the Convict Hulk, viz: by the "Bell" and by Flags" of different colors. The signal for opening Gaol
