and an Interpreter. The duties of this Staff shall be s arranged that two Turnkeys shall be on shore duty with the Convicts from 6 A.M. until noon, and two from noon until the time that the Convicts are conducted back to the Hulk. These Turnkeys shall have the direction and management of the Convicts, it shall be their duty to take notes in a memorandum book kept by each of any instance of disobedience or misconduct of the Convicts, making daily report of the same to the Superintendent. The Warden and Head Turnkey shall have general obser- vation of the duties on shore, both as regards the Turnkeys and the Convicts, in addition the Warden and Head Turn- key will each have special duties to perform, some of which are hereinafter specified, but it is especially the duty of these Officers energetically and zealously to carry out and enforce the orders of the Superintendent.

It shall be the duty of the Head Turnkey to take special charge of the Hospital and Sick and (with the Clerk and Interpreter) to be present when the Surgeon visits the Sick, and he shall see that the orders of the Surgeon are fully carried out, both as regards medicine and sick diet, this is to be effected with a kindly and observant spirit so that the comfort and nourishment of the sick may be attained, other- wise the object and intent of the Surgeon cannot be gained.

From opening Gaol until locking up there shall be one Turnkey on duty on board the Convict Hulk, and from the time of locking up until opening Gaol each member of the Gaol Staff shall have two hours' night watch. It is impe ratively necessary that day and night there shall be one of the Gaol Staff on duty and in charge of the Convict Hulk.

From the time of locking up until opening Gaol the Tum- key on duty shall, accompanied by a Police Sentry, once in every hour visit the main and lower decks, looking search- ingly into each cell with the view of ascertaining that all is correct; if anything suspicious is observed, or anything exhibiting a requirement to open a Convict's cell, imme-

fiate report is to be made to the Superintendent; during this examination below decks a sentry shall remain at the upper grating, locking the grating when the Turnkey and Constable have descended and keeping it locked until their return, if an outery, or alanın proceeds from below this sentry shall instantly give a general alarm.

3. Police detachment at the Conrict Establishment and its duties.

The detachment of Police doing duty at the Convict Establishment shall be in strength in the proportion of one Constable to ten Convicts (exclusive of Sergeants and Acting Sergeants) and in addition there shall be a reserve guard at the Signal Station. The detachment at this date is as follows

This is apart from the Water Police which will be here- inafter specified.

The European Sergeant shall have charge of the Police detachment, he shall receive from the Superintendent of the Hulk orders for the duties and distribution of the Police, and shall obey and see these orders efficiently carried out, it being distinctly understood that the Superintendent of the Hulk has sole authority to issue these orders and is wholly responsible for them; upon the capacity and carnest aid of the Police Sergeant in charge must much depend the activity, vigilance, subordination and good conduct of the entire detachment. The attention of the Police Sergeant in charge is drawn to, and it is well that he should consi- der, the importance of his post and the responsibility thrown upon him.
