THE discipline of the Convict Establishment is to be main- tained by a systematic management clearly understood by Gaol Staff, Police and Convicts, so far as the regulations apply to each; this system is to be rigid, impartial and undeviating, carried out with firmness, yet without harsh- ness; control and obedience is to be gained by steady per sistence in a settled uniform plan and by moral command, in preference and as directly opposed to, an absence of pre- concerted aims and arrangement enforced by punishment and physical means.
1. Duties of the Superintendent.
The duties of the Superintendent cannot be fully defined, but from the Superintendent will emanate all orders for the management of the Convict Establishment, and it will be
his duty to see these orders properly carried out.
2. Gaol Staff and duties thereof.
The Gaol Staff of the Convict Establishment consists of one Warden, one Head Turnkey, six Turnkeys, a Clerk
