The Committee, either in a body or in the person of a majority of its members, have within the last month visited on a tour of inspection the schools of the Chinese schools on the Islands, amounting at the present time to fifteen and containing the aggregate number of boys and girls on the books with an average daily attendance of 280 Scholars. In some of the outlying villages the fishing season during the months of October and November causes a considerable reduction in the average attendance of Scholars; and the general poverty of the people forms at all times a powerful inducement to the Chinese (as to the lower classes in England) to remove their sons from school at an early age. This is now sought to be counteracted by commencing a system of prizes to the most deserving pupils.

The increasing efficiency of the Government Native teachers has of late had the effect of attracting to their schools a large number of Chinese pupils. Chinese schoolmasters, whose supposed interest lay in a depreciation of the Government Schools, have in some cases ceased to make a livelihood from their indefatigable exertions, and no longer attract the children of the better classes from the Government Schools.
A better system has been initiated; and the confidence of Chinese parents seems to be decidedly on the increase. The full benefits are not expected to be immediately perceptible, but in the intellectual improvement which is already observable in the Chinese scholars, in the higher moral influence and self-reflection of the Chinese teachers, this ... improving the quality of the Chinese education, and by supplying the additional inducement in Victoria... and in the evident marks in the minds of the parents, the local Government have now at the present time every reasonable prospect of remunerative success and indirect result of the not less valuable recognition in Hong Kong and its vicinity of the paternal character and intentions of our...
