The Commissioner for Superintending the Government Schools in the Island of Hong Kong in presenting their Annual Report to His Excellency The Governor begin by first adverting to the important change which has taken place since their last Report in the management and Inspectorships of the Schools. They entertain the hope that the newly instituted office of Inspector of Schools, filled by a European acquainted with the local dialect, exercising a moral influence over the Native School Masters, will be found to be productive of a great and rapid improvement in raising the standard of efficiency in the teachers and imparting to Chinese parents a greater confidence in the instruction received by their Children.
In the month of May last, Mr. M. Sobschein was, on the recommendation of the Committee appointed by Your Excellency, appointed an Inspector of the Chinese Schools; and since that period, he has devoted his whole time to the work of personally visiting the then existing Schools scattered over the Island, examining the Native Schools, controlling the labors of the Chinese teachers, and endeavouring to secure...
