In submitting the usual Annual Report upon Public Works executed and in progress during the Year ended 31st December 1886, I have the honor to inform you that I do so under considerable disadvantage, inasmuch as the head under whom these Works were almost wholly executed was unfortunately removed by accident at the latter end of the year, my tenure of office dating from the 10th December.
