The Road from Aberdeen Street to the Aberdeen Road, and on to the Naval Stores, commenced in September 1868, under Report and Estimate No. 91 of 1853, was not completely finished at the termination of the year, for during the Summer I found it impracticable to carry on the work in consequence of the failure of Sea embankments, retaining walls and drains. Consequently thought it desirable to suspend the works, that the material might have time to consolidate; in the termination of the rains the work went on, but the contractors being unable to finish the work to my satisfaction, the Balance unpaid upon the contract

was expected as a fine for non-completion of the works up to time, and authority given to me to expend it in the completion of the Service, as well as to devote the balance due on the Estimate to the further improvement of the drainage works in connection therewith, as the experience of the rainy season showed that absolutely necessary for the preservation of the Road. The payments in account amounted to £43.6.3, leaving a balance of £73.10.2 to be expended as above.
