On former occasions, the local and topographical causes of disease have been sufficiently considered; and the remedies, so far as they are within legislative control, carefully and earnestly indicated. It will be unnecessary on the present occasion, therefore, to speculate on the causes of disease, or to ventilate any hypothesis as the readiest mode of averting it; it will be sufficient to state, briefly, the facts in relation to sickness and mortality which have occurred during the year according to the records in my possession.
It has already been remarked that the endemical disease which has given to this settlement its dreaded character has shown itself only in every alternate year.
