Commas jail consisting of these detached Buildings surrounded by a stone wall 15 feet high. The East and Front angles are erected 2 watch towers in which a portion of the prison guard reside, and overlook the jail compound. The Debtors' prison is inside the above wall, is a very insecure building, totally inapplicable to its present use - portion of a house formerly occupied for official residence. Gaol of the Sheriff generally and of the Jailer immediately. The prisons are visited once a week by three Official Magistrate, and daily by the Sheriff.
The Jailer, Assistant Jailer, and the additional European Gaoler, Assistant Jailer and his wife reside in a portion of that Building which now forms the Jailer's son. The three latter within the prison walls. The prison is also protected by Chinese and 14 Indian Guards within the walls. Female prisoners are attended by a Female turnkey exclusively.
Number of Classes 5. Divided into Chain Gang - Hard labour within prison walls – Simple imprisonment - Prisoners awaiting trial, and Solitary confinement. Portion of the prison Yard is set aside for working in. Airing Yard one, which is sufficiently large for all purposes.
Fourteen sleeping-cells, which are used as solitary cells when required. Five of these are below ground.
European prisoners receive weekly: Beef 14 lbs, Bread 7 lbs, Vegetables 7 lbs, Sugar 1 lb, Salt 180z, 1 lb fresh for soup fortnightly. Weekly cost per head being $2.70. Coloured prisoners receive daily: Rice 10 catties, Fish 14 taels, or in lieu of Fish, 1 tael of Vegetables a day with a proportion of Firewood for cooking. Weekly cost per head $... Food is contracted for and inspected by Jailer's daily. Medicine is supplied by the Colonial Surgeon. Clothing is supplied when necessary.
Chinese labour from 6 AM till 11 AM, with intervals for meals, Europeans from 8 AM till 12 PM, and 2 PM till 5 PM, with intervals for meals. Hours of exercise from 8 AM till 11 AM in the Verandah.
Chinese and Coloured Prisoners are employed in working on the Roads, cleaning prison, cooking Meals, carrying water to barracks, and breaking stones inside the prison walls.
No earnings, all labour is on Government account.
Have not been furnished with the Colonial Act.
Not Prohibited. May be visited or supplied with these articles at discretion of Jailer, and after satisfaction by him.
