No clothes, food, or anything else, will be allowed to enter the jail without being previously inspected by the Constable on duty.
No prisoner will be allowed to quit his cell unless to labour, exercise, or to obey a call of nature, without special permission.
No prisoner will be allowed to receive visitors unless by the sanction of the Jailer, and in the presence of an officer, to which he will particularly direct his attention.
The Constable on duty, will see that no prisoner leaves the prison, unless under the special charge of a Constable or officer of the prison.
One of the Police Magistrates will visit the Prisons at least once in every week, and make a written Report to His Excellency, the Governor.
Note. — These Regulations will be revised as soon as the Prison Buildings, now in progress, are completed.
Prisoners so receiving visits will be searched after their friends shall have left them.
Permission to purchase tobacco, fruit, or other harmless luxuries, may be given to well-behaved prisoners.
No unnecessary communication to be allowed between prisoners and Constables, or others on duty at the Jail.
The Jailer will visit the cells morning and evening, and satisfy himself of the safety of his prisoners. He will recollect that the preservation of their health will mainly depend upon cleanliness of person and abode.
