(a) notwithstanding anything in sections 24 and 28, in the application of those sections in respect of any claim for such cost under this Part the rights possessed by or vested in an employee under those Sections shall be vested in the Director, and
(b) notwithstanding anything in section 31, the right of any person to compensation referred to in section 31(2) shall be deemed to include the right of the Director to claim for such cost under this Part.".
