"(12) Any person whose name has been removed from the authorized persons' register or the structural engineers" register under subsection (11XC) may apply within 2 yearı after such removal to the Building Authority for the restora- tion of his game to the register from which I has been removed and, subject to the payment of the prescribed fee for the restoration of a name, the Building Authority shall thereupon restore the name to that_register,”,
