2. A sum not exceeding three thousand six hundred and fifty-six million, eight hundred and seventy-eight thousand, four hundred and twenty dollars shall be and the same is hereby charged upon the revenue and other funds of the Colony for the service of the financial year commencing on the 1st day of April 1972, and ending on the 31st day of March 1973, and the said sum so charged may be expended in the manner expressed in the Schedule.
