3. Regulation 4 amends regulation 10 of the principal regulations by deleting and replacing paragraph (6). A candidate who twice fails to pass the Board's examination is not entitled to sit again for the examina- tion until she has undergone at least six months additional training and instruction.

Regulation 5 revokes and replaces regulations 11, 12 and 13 of the principal regulations in order that these provisions might be brought into line with similar provisions in the Medical Practitioners (Registration and Disciplinary Procedure) Regulations. Regulation 11 provides for the establishment of the Preliminary Investigation Committee. Regulation 12 provides for the submission or receipt of complaints or information in relation to registered midwives and applicants for registration as a midwife. Regulation 12A sets out the procedure to be followed in the case of a complaint or information touching upon the conduct of a registered midwife or applicant submitted to the chairman of the Committer by the secretary of the Board. Regulation 128 provides for the reference of a complaint or information to the Committee. Regulation 13 provides for the formal consideration of a complaint or information by the Committee and the determination of the matter,

Regulation 7 amends the Second Schedule to the principal regula- tions. For the avoidance of doubt, Form I is amended by the substitution of the words "registered midwife" for the words "is entitled to practic as a midwife" in the certification clause; and the Chinese characters are amended accordingly. The Board permits a registered midwife or appli- cant for registration, in respect of whom a complaint or information is received, to be represented by a friend at the inquiry and Form 3 is amended for the avoidance of doubt by inserting the words "or friend"" in the statutory notice of inquiry.

Regulation & inserts a Fourth Schedule to the principal regula-
tions specifying the institutions referred to in regulation 5 of the principal
regulations, as amended by regulation 2 of these regulations.

Explanatory Note.
(This Nate is not part of the regulations, but is intended to indicate their general purport).
Regulation 2 amends regulation 5 of the principal regulations by extending the exemption from paragraph (2) of that regulation to persons acting as midwives from time to time while in the full time employment of any institution specified in the Fourth Schedule to the principal regula- tions (inserted by regulation 8 of these regulations).
Regulation 3 amends regulation 9 of the principal regulations
in respect of the limitation on leave from training that may be granted to a pupil midwife in excess of the amount of fourteen days and public holidays for each year of training.
