(3) Section 53 is amended in the definition of "adulterated liquor" by deleting
a certificate of contents purported to be signed by the Government Chemist, relating to adulterated liquor as pre- scribed in this definition shall in any proceedings be conclusive evidence as to the facts stated therein".
