the time and place notified under paragraph (2) unless-
(1) such person has given not less than seven days' notice to the Commissioner of his inability to attend for such test; or
(ii) the Commissioner is satisfied that such person was through circumstances beyond his control unable to attend for such test; or
(b) on the expiration of eighteen months from
the date upon which it was issued.
(2C) If a driving test form continues to be effective by virtue of sub-sub-paragraph (1) or (ii) of sub-paragraph (a) of paragraph (2B), the Commis- sioner shall give reasonable notice to the person in respect of whom such driving test form was issued of the time and place of a further driving test, and if such person fails to attend for such further lest paragraph (2B) shall apply as if the time and place of the test had been notified under paragraph (2).".
Regulation 12 of the principal regulations is amended- (a) in paragraph (1), by deleting or an omnibus", and
substituting the following-

an omnibus or a dual purpose vehicle registered for use as a private car and as a goods vehicle"; and (b) in paragraph (2), by deleting "or an omnibus" and sub-
stituting the following

The Second Schedule to the principal regulations is deleted and the Second Schedule contained in the Schedule to these regulations is substituted therefor.

The Third Schedule to the principal regulations is amended in conditions 4 and 5 by deleting "of Police".
7. The Fourth Schedule to the principal regulations is amended in paragraph 11 by deleting "public vehicles" and sub- stituting the following-
"public omnibuses and public cars or dual purpose vehicles registered for use as private cars and as goods vehicles".

"SECOND SCHEDULE.
CONDITIONS or Isstre of A PROVISIONAL LICENCE.

1. Subject to condition 2, the learner driver shall be accompanied by a driving instructor who is the holder of an instructor's licence in respect of the class of vehiclo specified in the provisional licence.
2. Whenever the learner driver has satisfied the Commissioner that he is able to comply with the requirements numbered 2, 3, 5, 6, 8, 9 and 10 in the Fourth Schedule, the learner driver shall be accompanied by either such a driving instructor us is referred to in condition | pra Geence holder who has held for at least three years a driving licence. other than a provisional licence, authorizing him to drive the class of vehicle specißed in the provisional licence.
3. No person other than such a driving instructor or licence holder shall be carried as a passenger.
4. The vehicle driven shall have a handbrake and ignition switch readily accessible to such driving instructor or licence holder.

Subject to condition 6, the vehicle driven shall have securely Axed at the front and rear a white plate, made of wood, metal or plastic, 10 inches by 10 inches au which shall appear in red the letter "L" with arms cach 8 inches long and I inch in width and within the arms and dccupying an area 3 inches by 3 inches shall appear also in red the Chinese charucier “”.
6. When a learner driver has satisfied the Commissioner that he is able to comply with the requirements specified in condition 2, the letter "L" and the Chinese character "@". referred to in condition $, shall appear in groen.
7. Conditions 1, 2 and 4 shall not apply in the case of motor cycles and motor assisted pedal cycles.

The learner driver may drive only over auch roads and at such times as are specified in the provisional licence issued to him,

Explanatory Note.

Regulation 2 amends regulation 3 of the principal regulations by adding a new class of driving licence, namely for dual purpose vehicles registered for use as private cars and as goods vehicles.
