other person on his behalf before the revising officer on the date and at the time and place stipulated in the notice sent to him under paragraph (1) and no written representations have been received from him by the revising officer before such date, the revising officer may nevertheless consider and decide the application and objection in such person's absence and in the absence of any representations from him.
18. (1) If the registration officer receives a notice of objection in accordance with regulation 13, he shall forthwith refer the same to the revising officer for decision and obtain from the revising officer a date, time and place for the hearing of the objection, being a date during the period commencing on the 16th day of September and ending on the 15th day of October of the year in which such notice of objection was lodged, and shall thereafter, as soon as may be, notify in writing both the objector and the other person named in such notice of objection that the notice of objection has been referred to the revising officer for decision on the date and at the time and place stipulated in the notice (being the date, time and place aforesaid), and that the objector and such other person may each appear before the revising officer on such date and at such time and place either in person or by any other person on his behalf, and be heard, or (whether he will appear or not) make written representations so as to reach the revising officer, at an address to be given in such notice, before the stipulated date:
Provided that, in respect of a notice of objection received by the registration officer in the year 1966, the date obtained from the revising officer and stipulated in the notice to the objector and other person named in the notice of objection shall be a date during the period commencing on the 16th day of December 1966 and ending on the 15th day of January 1967.
(2) Every objection as aforesaid shall be considered by the revising officer who shall give his decision thereon, but where the objector or the other person named in the notice of objection does not appear either in person or by any other person on his behalf before the revising officer on the date and at the time and place stipulated in the notice sent to him under paragraph (1) and no written representations have been received from him by the revising officer before such date, the revising officer may nevertheless consider and decide the objection in his absence and in the absence of any representations from bim.
19. (1) If the registration officer receives a notice of change of polling station in accordance with regulation 13, he shall forthwith refer the same to the revising officer for decision and obtain from the revising officer a date, time and place for the hearing of the application, being a date during the period commencing on the 16th day of September and ending on the 15th day of October of the year in which such notice of change of polling station was lodged, and shall thereafter, as 9000 af

may be, notify in writing the person so applying to have his entitlement to vote transferred that the notice of change of polling station has been referred to the revising officer for decision on the date and at the time and place stipulated in the notice seat under this paragraph (being the date, time and place aforesaid), and that the person so applying to have his entitlement to vote transferred may appear before the revising officer om such date and at such time and place either in person or by any other person on his behalf, and be heard, or (whether he will appear or not make written representations so as to reach the revising officer, at an address to be given in such notice, before the stipulated date:
Provided that, in respect of a notice of change of polling station received by the registration officer in the year 1966, the date obtained from the revising officer and stipulated in the notice to the person so applying to have his entitlement to vote transferred shall be a date during the period commencing on the 16th day of December 1966 and ending on the 15th day of January 1967.
(2) Every application for change of polling station as aforesaid shall be considered by the revising officer who shall give his decision therean, but where the person so applying does not appear either in person or by any other person on his behalf before the revising officer ou the date and at the time stipulated in the notice sent to him under paragraph (1) and no written representations have been received from him by the revising officer before such date, the revising officer may nevertheless consider and decide the application in his absence and in the absence of any representations from him.
(3) No application for change of polling station shall be allowed by the revising officer unless the revising officer is satisfied that the applicant has special grounds for voting at the polling station named in the notice of change of polling station in place of the polling station at which on the provisional register the applicant is registered to vote.
20. On or before the 16th day of December 1966 and on or before Registration the 16th day of September in the year 1968 and in each alternate year officer's list of disputed thereafter the registration officer shall give to the revising officer a list decisions. containing the following particulars--
(a) the name and address of each person who has lodged an application in accordance with regulation 6 for inclusion in the provisional register of which a notice bas been published that year and whose application has been rejected by the registration officer:
(b) the name and address of each person who has lodged an appli- cation in accordance with regulation 13 for inclusion in the final register and whose application has been rejected by the registration officer;
