of pleasure launches.

Department or at the station of the Marine Department nearest to the port at which the vessel in question operates and shall-

(a) give to such officer all such particulars relating to bis engage- ment or discharge as may be required for the purpose of registration thereof; and

(b) pay such registration fee (if any) as may be prescribed.

(2) Any master or engineer who fails to comply with any of the provisions of paragraph (1) shall be guilty of an offence and liable ou summary conviction to a fine of two thousand dollars.

29. (1) The Director shall cause to be maintained at the Marine Department a register relating to masters and engineers of launches and ferry vessels showing-

(a) the dates of all engagements and discharges of masters and

engineers:

(b) the names of the vessels in or from which they were engaged

or discharged;

(c) particulars of any complaint or charge laid against any master

or engineer; and

(4) the results of any such complaint or charge.

(2) The register referred to in paragraph (1) shall be open to in- spection by any owner, master or engineer, or his representative, of any launch or ferry vessel upon application to the Marine Department.

PART VII

PLEASURE LAUNCHES.

30. (1) No owner of any pleasure launch shall use such launch. or permit such launch to be used, for any purpose unless the particu lars relating thereto have been registered with the Director on a form to be obtained from the Marine Department.

(2) Any alteration in any particulars registered pursuant to para- graph (1) shall be notified in writing to the Director by the owner of the pleasure launch in question not later than seven days after such alteration is made.

(3) The Director shall allot a registration number to every pleas ure launch particulars of which are registered with him in accordance with paragraph (1), and shall notify the owner of such launch of the registration number so allotted to it.

(4) The owner of any pleasure launch shall cause the registration number allotted to such launch pursuant to paragraph (3) to be clearly

painted at all times on each bow of the launch in letters and figures not less than six inches in height.

(5) The owner of any pleasure launch who fails to comply with any of the provisions of paragraph (1), (2) or (4) shall be guilty of an offence and liable on summary conviction to a fine of one thousand dollars.

31. (1) If the owner of any pleasure launch transfers the owner- Change of ship therein or charters such launch to any other person, he shall not ownership. later than seven days after such transfer or charter report in writing

to the Director the name and address of such person.

(2) If any person acquires ownership in any pleasure launch, such person shall not use or permit to be used such pleasure launch unless he has registered the particulars relating thereto with the Director in the manner provided by regulation 30.

(3) For the purposes of this regulation and of regulation 30-

(a) a transfer of ownership in any pleasure launch shall be deemed to cancel any previous registration of particulars made in ac- cordance with the provisions of paragraph (2); and

(6) notwithstanding the definition "owner" in regulation 3, owner- ship in any pleasure launch shall not be deemed to be trans- ferred by reason of charter.

(4) Any person who fails to comply with any of the provisions of paragraph (1) or (2) shall be guilty of an offence and liable on sum- mary conviction to a fine of two thousand dollars.

32. (1) No pleasure launch shall be under way in the waters of Person in the Colony unless there is on board and in charge thereof a person who charge of

pleasure is the bolder of a valid local certificate of competency as master and launches to in addition thereto a person in charge of the machinery who is the bold local holder of a valid local certificate of competency as engineer:

Provided that where the person in charge of such pleasure launch

is himself the holder of a valid certificate of competency as master and also of a valid certificate of competency as engineer, the provisions of this regulation shall be deemed to be satisfied.

(2) If any of the provisions of paragraph (1) are contravened, the owner of the pleasure launch in question, whether he was on board the launch at the material time or not, and the person being in charge of the launch at the material time, shall each be guilty of an offence and liable on summary conviction to a fine of one thousand dollars.
