clearly the whole of the premises to be used in connexion with his proposed business, detailed drawings of all machinery fo- stalled or to be installed on the premises and a description of the proposed use of all the machinery and each portion of the premises; and

(e) if the premises are intended for manufacturing purposes, a complete list of all apparatus to be used on the premises for the manufacture of dutiable goods.

(2) Every person applying for a permit shall produce to the Director, or other officer authorized to grant the same, any invoices, bills of lading, shipping orders and other documents together with such copies thereof as the Director may require relating to the goods in respect which the application is made, and any such invoices, bills of lading, shipping orders and other such documents and copies thereof may be retained by the Director and disposed of us he may think fit.

(3) Applications for export permits shall be submitted in triplicate and for other permits in duplicate.

(4) Every application for a permit to export goods as ship's or aircraft stores shall be accompanied by such declaration by the maskAT or purser of the ship, or by the person in command or the chief steward of the aircraft as the Director may require.

(5) Every permit to export goods as ship's or aircraft stores shall be endorsed by the master or other person in charge of the ship of aircraft that be has received the stores applied for,

(6) Every written application for a licence or permit shall be signed by the person requiring the same or by some person duly authorized by him. If the application is made by a corporation or part- nership it shall be endorsed with details of the office held in the corporation or partnership by the person signing the application on behalf of the corporation or partnership.

(7) Where an application is made to the Legislative Council by the governing body of an educational, scientific or charitable institute for The exercise of the power to waive duty conferred by section 4 of the Ordinance in respect of alcohol to be used in such institute such applica tion shall be made in writing and shall state to the Director who shall transmit the same to the Legislative Council-

(4) the purpose to which the alcohol is to be applied:

(6) the quantity likely to be required in the course of a year of

any shorter period for which the application is made;

(c) the names of one or more sureties who are prepared to join in a bond to secure that the alcohol specified is used solely for the purposes specified within the institution;

(d) the name of the person who will receive the alcohol on delivery

at the institution;

(e) the name of the person, being the licensee of a general bonded or licensed warehouse or of a distillery, from whom the alcohol is to be obtained.

23. (1) The Director or other officer authorized to grant licences Occasional under the provisions of the Ordinance may grant-

(a) to the bolder of a retailer's licence other than a Non-European

type liquor retailer's licence, an occasional retailer's licence; (b) to the holder of a Non-European type liquor dealer's licence an occasional dealer's licence authorizing the sale by him of any duty-paid goods to which his retailer's or dealer's licence, as the case may be, extends, at such place other than the promises in respect of which his retailer's or dealer's licence was granted, during a period not exceeding six weeks at one time, and between such hours as may be specified in the Licence:

Provided that the Director shall not grant an occasional retailer's licence or an occasional dealer's licence unless he is of the opinion that the grant of such licence is expedient for the convenience and accom- modation of the public.

(2) An occasional retailer's licence shall be produced on request to any member of the Preventive Service at any time when goods to which the Ordinance applies are offered for sale, and if it is not so produced the holder shall be liable to a penalty of three hundred dollars.

he cannot avail himself thereof, he shall—

(4) forthwith surrender the permit to the Director or other officer

who granted it,

for the disposal of the goods.
