"Commissioner of Police" includes any police officer authorized by the Commissioner of Police to execute any power or perform any duty vested in or imposed upon him hereunder;

"Director of Fire Services" includes any officer of the Fire Services Department authorized by the Director of Fire Services to execute any power or perform any duty vested in or imposed upon him bereunder;

"dfective" in relation to absorbent material means of such a nature and 30 disposed as to prevent movement and, where reasonably possible, of sufficient quantity to absorb all liquid surrounded by such material;
