Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purport),

These regulations replace, subject to amendment, the Preservadiye in Food Regulations made under the repealed Adulterated Food and Drugs Ordin- ance (Cap. 132),

2. They differ from the existing regulations in the following respects... (a) The definitions of cream" and "thickening substance" contained in regulation 2 of the existing regulations. the prohibition of the sale of cream containing any thickening substances provided in regulation 3(3) thereof and the restrictions on the sale of thickening substances for cream contained in regulation 4(3) thereof are omitted. Thickening substances are not necessarily preservatives, and it is considered that control of their use can more suitably be provided for in other legisla- tion,

(b) Regulation $ of the existing regulations, which relates to powers of entry, is omitted. Adequate provisions in this respect are contained ha The Public Health and Ürban”Serviccs Ordinance, 1960.

(e) The addition of preservatives to milk, which, as deflaed in the Public Health and Urban Services Ordinates, 1960, includes cream, íà pro- hibited by these regulations.

(d) Part of the First Schedule to these regulations includes a number of

items in respect of which provision has not hitherto been made.

(e) Part II of the First Schedule to the existing regulations is omitted. The colouring matters provided for therein are not necessarily preservatives, and the use of colouring matter in food is now controlled by the provisions of the Colouring Matter in Food Regulations, 1960.
