Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purport).

The effect of regulation 2 is to extend the period during which applica- 100 may be submitted for inclusion in the provisional register from a period of one month, namely the 1st July to the 1st August, in any year in which 4 provisional register is to be published, to a period of two months, namely the 1st July to 1st September; and the effect of regulation 3 is to reduce the period during which the provisional register is open to the public for inspection prior to preparation of the final register from ons mooth to fourteen days, namely the 1st October to the 14th October in any relevant year.

2. The reason for the above amendments is that experience has shown that the former period is too short in practice whereas the latter is unnecessarily

3. The amendments affected by regulations 4 to 7 inclusive are con- sequential upon the amendments contained in regulations 2 and 3.

4. Opportunity has been taken in regulation 8 to include certain amend- heat in the Forms contained in the Appendix to the principal regulations.
